These figures are the regulated certification charges, not an automatic total quotation for every legal, personnel, company-document or advisory task surrounding an SBU application.

Why SBU Cost Is Calculated Per Sub-Classification

The number of sub-classifications matters directly to the certification budget.

Importantly, the Decision states that the same certification-fee amount applies to a new application, renewal or qualification change and is calculated per sub-classification.

For example, Rp2,257,500 is not automatically the entire regulated fee for every medium-qualified construction company. If the company certifies several sub-classifications to which the same rate applies, the certification amount can multiply by the number of relevant sub-classifications.

Specialist and Integrated Construction Have Different Fees

Not every Construction SBU uses the general Table 6 rates.

The official Decision contains a separate specialist schedule. For example, specialist construction work classifications such as Installation, Special Construction, Prefabricated Construction, Equipment Rental and certain Preparation activities are listed at Rp7,560,000 for BUJKN/BUJKPMA, while KPBUJKA is listed at Rp17,850,000 under the relevant specialist schedule.

Certain Building Completion and Preparation sub-classifications are listed at Rp2,257,500 for BUJKN/BUJKPMA and Rp17,850,000 for KPBUJKA in the official table.

The practical lesson is to classify the proposed SBU correctly before calculating cost. Using the small, medium or large general-construction table for a specialist scope can produce the wrong estimate.

What the Official SBU Certification Fee Includes

The regulated fee is not merely an LSBU administration charge.

The regulated certification amount includes VAT, Business Entity Assessor honorarium, income tax on the assessor honorarium, scheduled surveillance and income tax on certification services.

This is important when comparing quotations because some items are already built into the regulated certification amount and should not be casually described as unrelated mandatory government charges without checking the cost structure.

What Is Not Included in the Official Certification Fee?

The official schedule also identifies potential costs outside the standard certification amount.

The official amount expressly excludes unscheduled surveillance, field-review costs where required and appeal costs.

Where a field review is required, the Decision addresses assessor accommodation and transportation separately and provides a framework for how those expenses are agreed and limited.
