Spa Wellness License Lombok: KBLI 96230 and OSS Licensing Guide

Spa Wellness License Lombok: KBLI 96230 and OSS Licensing Guide

A spa or wellness business in Lombok should not be licensed from the word wellness alone. The first task is to identify whether the real service fits the current day-spa classification, crosses into health services or combines several separate activities.

Spa Wellness License Lombok: The Short Answer

The current OSS conversion record states that KBLI 96122 changes one-to-one to KBLI 96230 in KBLI 2025 under the official OSS conversion page.

OSS identifies the current title as Aktivitas Sante Par Aqua (SPA) Harian, Sauna, dan Pemandian Uap for KBLI 96230 on the same conversion record.

The current KBLI 2025 personal-services hierarchy expressly includes day spas and bathing facilities and places spa activity within subgroup 962 for hairdressing, beauty treatment, day spa and similar activities.

For a conventional day spa, KBLI 96230 is therefore the first current classification to test against the actual services. It should not be selected automatically for every business using terms such as wellness centre, healing centre, massage studio or medical spa.

Step 1 — Confirm Whether the Business Fits KBLI 96230

The legacy OSS spa description explains that the activity combined water-based treatment with supporting services such as massage, aromatherapy, physical exercise, color therapy and music therapy under the former KBLI 96122 entry.

That legacy code has now converted to 96230, so an existing spa still displaying 96122 in old documentation should compare its live OSS project with the current KBLI 2025 classification.

The old SPA code changed in KBLI 2025

The conversion is not merely a numbering detail. The current title expressly identifies day spa, sauna and steam-bath activity, so owners should review whether the services offered today still match the current activity description.

This is particularly important when an existing property has expanded from a basic spa into a broader wellness centre with treatments, fitness, beauty, health services or retail activity.

Medical and treatment-oriented wellness needs a separate review

The former spa entry distinguishes ordinary spa activity from business moving toward Medical SPA, while OSS records that the conversion to KBLI 96230 retains two scopes on the legacy spa page.

That is a strong reason not to classify treatment-oriented services by branding alone. If a business moves beyond relaxation and personal wellness into health treatment, clinical services or regulated traditional-health services, review the health-sector activity separately before assuming KBLI 96230 covers the complete model.

Step 2 — Map Massage, Traditional Health and Other Wellness Activities

The current OSS health-service hierarchy separately lists KBLI 86992 Aktivitas Pelayanan Kesehatan Tradisional and KBLI 86995 Aktivitas Rumah Pijat.

This separation matters because a commercial wellness brand can combine services that fall into different regulatory categories. A day spa, a traditional-health establishment and a massage-house activity should not be assumed to be legally identical merely because all may offer body treatments.

Map the actual service menu. Identify which treatments are relaxation or beauty services, which involve health claims or traditional-health practice and whether another activity such as fitness, yoga, cosmetic retail or accommodation is commercially material.

If a spa operates inside accommodation, keep the accommodation activity separate. Lombok Legal ID’s Hostel License Lombok guide addresses KBLI 55202 accommodation rather than the spa activity itself.

Step 3 — Review the Current OSS Licensing Position

Indonesia’s current national risk-based licensing framework is Government Regulation No. 28 of 2025, which is in force and revoked Government Regulation No. 5 of 2021.

The regulation covers basic requirements, Business Licensing, PB UMKU and OSS services and states that a business actor must hold the applicable Business Licensing to conduct its activity under PP No. 28 of 2025.

After choosing the activity, review the live OSS project rather than relying on an old NIB or historical licence file. Check the legal operator, project location, registered KBLI, current Business Licensing status and the supporting permissions generated for the real scope of services.

A spa that changes its service model should repeat this review. Adding medical-oriented treatment, traditional-health services, a separate fitness programme or another material activity can change the activity map even when the commercial brand remains the same.

Step 4 — Check Tourism Standards and the Premises

The current tourism-sector standard is Minister of Tourism Regulation No. 6 of 2025, which the Ministry of Tourism JDIH lists as applicable and as repealing Ministerial Regulations No. 4 of 2021 and No. 8 of 2021.

An existing spa that still relies on a compliance checklist prepared solely under the 2021 tourism regulations should therefore be reviewed against the current framework.

The premises require a separate check as well. The current OSS basic-requirements page separately identifies spatial-use conformity, environmental approval and building requirements.

A valid spa activity in OSS does not by itself answer whether the location, building use or environmental file supports the proposed operation. Lombok operators can review Lombok Legal ID’s spatial conformity guide separately when the issue concerns project location rather than service classification.

Step 5 — Check the Health-Suitability PB UMKU

Supporting permissions should be reviewed after the correct activity is established.

The current OSS entry for the regional health suitability certificate lists KBLI 96230 among the related business classifications.

The operator should therefore check how the Sertifikat laik sehat – di wilayah requirement appears in the live OSS project and which current technical requirements apply to the actual premises and services.

Do not assume that this one PB UMKU resolves health-sector licensing where the business also conducts a separate health-service activity. Core spa activity, health services and supporting permissions should be reviewed as separate layers.

Eight Checks Before Opening or Buying a Spa

Before launch, acquisition or expansion, review these points:

  1. Define the actual service menu. Separate day-spa, sauna and steam services from medical, traditional-health, massage, beauty, fitness and retail activities.
  2. Check the current spa code. Use KBLI 96230 rather than relying only on legacy KBLI 96122 documents.
  3. Identify the legal operator. Confirm which person or entity contracts with clients and receives spa revenue.
  4. Review the live OSS project. Check the registered activity, project location and current Business Licensing status.
  5. Test the health-sector boundary. Review KBLI 86992, 86995 or other health classifications where the service model moves beyond ordinary spa activity.
  6. Check current tourism standards. Revalidate older compliance files against Permenpar No. 6 of 2025.
  7. Review the premises. Check spatial, environmental and building requirements independently from the activity licence.
  8. Check PB UMKU. Confirm the regional health-suitability requirement and any other supporting permissions generated for the project.

For an investor buying an operating spa, compare the treatment menu, current staffing model and premises with the seller’s OSS records instead of assuming the brand name proves the licensing structure is correct.

Conclusion

A spa wellness license Lombok review should start with KBLI 96230 Aktivitas Sante Par Aqua (SPA) Harian, Sauna, dan Pemandian Uap and then test whether the business remains within that personal-service activity.

Where the concept includes traditional health, massage-house activity, medical-oriented treatment or another material wellness service, map that activity separately before finalizing the OSS structure.

The practical sequence is service menu → legal operator → KBLI activity map → OSS Business Licensing → tourism standards → basic requirements → PB UMKU.

FAQ Spa Wellness License Lombok

What is the current KBLI for spa activity in Indonesia?

OSS records the former KBLI 96122 SPA classification as changing one-to-one to KBLI 96230 in KBLI 2025, titled Aktivitas Sante Par Aqua (SPA) Harian, Sauna, dan Pemandian Uap.

Can an old spa still use KBLI 96122?

Legacy documents may still show 96122, but the current OSS conversion maps it to KBLI 96230. Existing businesses should review their live OSS project and current activity record.

Is every massage business covered by the spa KBLI?

No. The current OSS health-service hierarchy separately includes KBLI 86995 for massage-house activity and KBLI 86992 for traditional health services.

Does a medical spa use the same licence as a normal day spa?

It should not be assumed. OSS historically distinguishes ordinary SPA activity from activity moving toward Medical SPA, so treatment-oriented operations require a separate review of the relevant health-sector activities and current OSS requirements.

Does KBLI 96230 have a health-suitability PB UMKU?

The current OSS regional health suitability certificate page lists KBLI 96230 among its related business classifications.

Is an NIB enough to operate a spa?

The complete OSS project should be checked for applicable Business Licensing, PB UMKU and basic requirements. An NIB alone should not be treated as proof that every spa, health-service or premises requirement has been completed.

Does a spa inside a hostel use only the hostel KBLI?

Not automatically. Accommodation and spa services are separate activities. The spa should be reviewed against its own KBLI and supporting requirements even when it operates inside the same property.
