KBLI 55400 in Lombok: Accommodation Intermediation and Booking Platform Guide

KBLI 55400 in Lombok: Accommodation Intermediation and Booking Platform Guide

KBLI 55400 is intended for businesses that intermediate accommodation rather than operate the accommodation themselves. For a Lombok booking platform, the central classification question is therefore not whether the business has a website or app, but whether it connects customers with accommodation providers in return for a fee or commission.

The current OSS classification for KBLI 55400 is Aktivitas Jasa Intermediasi Akomodasi, or accommodation intermediation service activities.

KBLI 55400 sits within the national KBLI 2025 framework established by BPS Regulation No. 7 of 2025, which remains the base classification instrument as amended.

KBLI 55400 in Lombok: What Does the Code Cover?

According to the current OSS description, the class covers businesses that bring accommodation clients and service providers together for a fee or commission through either digital platforms or non-digital channels.

The commission can arise from the accommodation provider, the customer or the commercial structure between them. That means the classification question should focus on the intermediary function rather than only on who technically pays the fee.

The same OSS scope expressly includes accommodation reservation services and time-share exchange services.

A Lombok company that operates a marketplace where travelers compare and reserve independently operated hotels, guest accommodation or other lodging may therefore need to examine 55400 closely if its actual activity matches that intermediary description.

The Key Test: Intermediary or Accommodation Operator?

A booking business and a hotel can participate in the same transaction but perform different economic activities.

When KBLI 55400 Fits

The intermediary does not need to own or operate the accommodation. Its commercial function is to bring the client and accommodation provider together and receive compensation for arranging or facilitating that relationship.

This can include a digital marketplace, booking site or other reservation service where third-party accommodation providers remain responsible for supplying the stay itself.

For investors, the useful question is: Who actually provides the room or accommodation service to the guest? If another hotel or accommodation operator provides the stay and your company primarily facilitates the booking, 55400 is a relevant classification to test against the complete operating model.

When a Hotel KBLI Is More Relevant

If the company actually operates the accommodation, the analysis moves into the hotel or accommodation-provider classifications rather than automatically using 55400.

The distinction is explicit in the current OSS hotel subgroup, which covers hotel and hotel-resort accommodation but specifically excludes accommodation intermediation and refers that activity to subgroup 5540.

This means a Lombok hotel should not choose 55400 merely because guests can reserve rooms through its website. The primary activity remains operating the accommodation when the same business is supplying the stay itself.

A company can also have a more complex model. For example, one business may operate its own accommodation while separately intermediating bookings for third-party properties. In that case, the activities should be mapped separately rather than assuming one code describes both functions.

Digital Platforms Are Not the Only Businesses Covered

The wording of 55400 is broader than an app-only or website-only business.

OSS expressly allows the intermediation activity to take place through digital or non-digital channels. A company can therefore perform the economic function through a platform, telephone reservations or another intermediary channel, provided the actual activity matches the class description.

Technology alone should not drive the classification. A software company that merely develops reservation technology for hotels performs a different function from a company that commercially intermediates the accommodation transaction between provider and customer.

What KBLI 55400 Does Not Cover

Accommodation intermediation should also be distinguished from selling a broader travel package.

OSS also states that KBLI 55400 excludes activities that combine accommodation, holidays and food such as travel agencies and tour operators, which are directed to the relevant 7911 and 7912 classifications.

For a Lombok tourism business, this exclusion can be important. A platform that only intermediates hotel bookings can have a different classification from a company that sells a packaged holiday combining accommodation with tours, transportation or other organized travel components.

The commercial contract and actual service bundle should therefore be reviewed before choosing the code.

What Happened to Old KBLI 63122?

Legacy digital businesses may still recognize KBLI 63122, which under KBLI 2020 covered commercial web portals and digital platforms.

The official OSS conversion page for former KBLI 63122 shows that the old commercial web-portal and digital-platform code was split into 33 KBLI 2025 codes, one of which is 55400.

Those destinations now distinguish the underlying activity being intermediated—for example retail, transport, accommodation, food services and several other sectors—rather than leaving all commercial platforms under one broad digital-platform label.

OSS itself cautions on the 63122 conversion page that conversion does not automatically mean every destination code fits the business and that operators should check the description and scope of the relevant current KBLI.

For an existing Lombok booking platform, the practical question is therefore not simply “What replaced 63122?” It is “Which current code best describes the transaction our platform actually intermediates?”

Does the September 2026 KBLI Amendment Change 55400?

KBLI 2025 was amended again shortly before this guide was prepared.

The latest BPS Regulation No. 6 of 2026, effective 10 September 2026, identifies its three principal changes as codes 27201, 27203 and 68122, so KBLI 55400 was not one of those three principal amendments.

That does not remove the need to check the live OSS record. It simply means businesses should not assume that 55400 was rewritten merely because a new BPS amendment took effect in September 2026.

Existing Platforms and KBLI 2025 Conversion

An existing business should distinguish a classification conversion from a genuine change in what the company does.

For existing businesses, BPS has stated that KBLI 2025 conversion does not by itself require a new business permit where the substance of the activity has not changed.

If the platform’s activity has changed—for example, it previously only listed properties but now receives commissions, operates accommodation itself or begins selling travel packages—the issue is no longer merely code conversion. The company’s corporate objects, OSS activities and licensing position should be reviewed against the new commercial model.

How to Review KBLI 55400 Before OSS Filing

Start by describing the business without using technology labels such as “app,” “platform” or “marketplace.” Describe the actual transaction instead.

Identify who owns or operates the accommodation, who contracts with the guest, whether your company receives a commission or intermediary fee, whether bookings concern third-party providers, and whether the company combines accommodation with other travel products.

Then separate each material activity. A business may have accommodation intermediation, hotel operation, restaurant activity or travel services in the same corporate group while still requiring distinct activity mapping.

For investors coming from an older platform classification, compare the historical code with the current OSS conversion table and then verify the new description rather than selecting every possible destination code created from 63122.

Lombok businesses preparing the broader registration process can also review the verified NIB and OSS registration guide for context on how business activities feed into the registration workflow.

Check the Live OSS Scope After Selecting the Code

Selecting KBLI 55400 is not the final licensing decision. The live OSS page separates scopes and provides activity-specific risk, scale and obligation information that should be reviewed for the actual business configuration.

After selecting the activity, businesses should review the live OSS licensing output because Minister of Investment and Hilirisasi/BKPM Regulation No. 5 of 2025 remains the current procedural framework for risk-based business licensing through OSS.

This is particularly important for digital booking businesses because OSS currently distinguishes PPMSE or intermediary-system-provider scope from other scope within the 55400 page. The company should use its real operating model rather than assume that every business under the same five-digit KBLI receives identical licensing treatment.

Foreign-investment treatment should also be checked against current official investment and OSS information for the proposed company structure instead of being inferred solely from the KBLI title.

Conclusion

KBLI 55400 is not a general hotel code and not a generic digital-business code. It is specifically aimed at accommodation intermediation: connecting customers with accommodation providers for a fee or commission, whether the channel is digital or non-digital.

For a Lombok booking platform, the most reliable approach is to identify who actually provides the accommodation, separate intermediation from hotel operation or packaged travel, review any legacy 63122 conversion carefully, and then verify the live OSS scope and licensing output before filing.

The classification should follow the business model—not simply the website, app or tourism label attached to the project.
