A BUJK PMA should not enter the SBU process by treating certification as a final document-upload step. SBU readiness starts earlier: the foreign-investment construction company, its qualification, business scope, workforce, financial capacity, equipment and management-system evidence should already align before formal verification begins.
BUJK PMA SBU Readiness: The Short Answer
Indonesia’s current national risk-based licensing framework is Government Regulation No. 28 of 2025, which is in force and revoked Government Regulation No. 5 of 2021.
The regulation covers basic requirements, Business Licensing, PB UMKU and OSS services and states that a business actor must hold the applicable Business Licensing to start and conduct its activity under PP No. 28 of 2025.
The current sector-specific standard is Peraturan Menteri Pekerjaan Umum Nomor 6 Tahun 2025, which governs business standards, supervision and sanctions for risk-based licensing in the public works sector.
The construction-sector implementation layer also continues to include Government Regulation No. 14 of 2021, which remains in force and integrated construction-business licensing and certification with the OSS framework.
For management purposes, the safest approach is to separate three questions: Is the BUJK PMA structure eligible? Is the company ready for SBU certification? Is the current Business Licensing record ready to be verified?
Check 1 — Confirm the BUJK PMA Structure Before SBU
The SBU file cannot correct a corporate structure that does not fit the construction investment model.
The current Ministry of Public Works service page lists SBU Konstruksi together with capital-structure and technical-investor criteria for BUJK PMA within its construction licensing guidance.
Before certification work begins, confirm which shareholder is the foreign construction business, which shareholder is the national construction business and whether their construction activities support the BUJK PMA structure being presented to the licensing system.
Large qualification is an early eligibility check
The same Ministry guidance states that a BUJK PMA must meet the large qualification and cannot apply under the small or medium qualification on the current public-service page.
That makes qualification a pre-application decision rather than an issue to discover after documents have been assembled. Management should test whether the company’s resources and targeted sub-classifications can support the large-qualification route before selecting its SBU scope.
Match the shareholders and construction activity
A useful readiness test is to compare four items side by side: the corporate deed, shareholder construction-business status, intended KBLI activity and SBU classification.
If one part of that chain describes a different construction activity from the others, resolve the inconsistency before filing. This reduces the risk of preparing workforce, financial and equipment evidence for a sub-classification that does not match the company’s actual licensed activity.
Check 2 — Lock the SBU Classification and Business Scope
SBU readiness should be tested at the classification and sub-classification level, not only at the company level.
Start from the construction services the BUJK PMA genuinely intends to provide. Then compare the relevant OSS activity with the SBU scope that will be certified. Avoid selecting extra classifications merely to make the certificate look broader; every additional scope can create its own supporting-capacity questions.
Where the business has already changed activities in OSS, Lombok Legal ID’s NIB activity attachment guide can be reviewed separately to check whether the business activity shown in the current OSS record still matches the intended construction scope.
Check 3 — Build the SBU Evidence File
For SBU applications, the Ministry’s service guidance lists data on annual sales, financial capability or asset value, construction workforce, construction equipment, anti-bribery management and membership in a construction-business association registered with LPJK as readiness inputs.
Do not collect these as unrelated attachments. Each one answers a capacity question about the business: whether it has experience, financial strength, competent people, access to required equipment and the governance systems expected for certification.
Workforce readiness is more than listing employees
The workforce file should identify the responsible construction personnel needed for the qualification and sub-classification being pursued and confirm that competency records are current and consistent with the role each person will hold.
A common readiness failure is organizational rather than technical: the right certificate exists, but the person is mapped to the wrong role, already tied to another business or does not support the exact classification being applied for. Those issues are easier to repair before LSBU verification begins.
Lombok Legal ID’s SKTTK and SBU technical-personnel guide can be used as a separate technical reference where the personnel requirement itself is the central issue.
Equipment and financial data must support the qualification
Equipment should be mapped to the actual sub-classification and operating model, while financial evidence should be prepared in the form needed to demonstrate the business’s capacity for the qualification sought.
The objective is internal consistency. A company applying for a large construction qualification should not have a certification file that tells a small-business story through its revenue history, equipment access or organizational resources.
Check 4 — Confirm Anti-Bribery Management Readiness
Anti-bribery management should be reviewed before the formal SBU file is submitted.
In a 2026 update, the Directorate General of Construction states that under Permen PU No. 6 of 2025, BUJK must implement an anti-bribery management system to obtain SBU as part of current construction-sector certification policy.
Treat this as an operational-control issue, not simply a certificate-copy exercise. Management should know who owns the anti-bribery process, what procedures are actually implemented and which evidence will support the certification file.
Check 5 — Understand the LSBU and OSS Workflow
The SBU process involves a certification body rather than the business association approving its own members.
The Ministry also states that SBU verification and validation is performed by an LSBU licensed by LPJK, not by the business association itself under the construction licensing service guidance.
This distinction matters when planning responsibility. The association-membership document may form part of the business file, but certification evidence should be prepared for scrutiny by the licensed LSBU and then remain consistent with the data used in the current licensing process.
A company should therefore complete an internal reconciliation before submission: corporate data, OSS activity, intended SBU scope, responsible personnel, equipment, financial evidence and management-system records should tell the same story.
Nine Checks Before Filing
Before a BUJK PMA starts the SBU process, management should be able to answer these questions:
- Is the company correctly structured as a BUJK PMA? Confirm the foreign and national construction-business participants and the intended construction activity.
- Is the company pursuing large qualification? Do not plan around a small or medium qualification route for BUJK PMA.
- Does the OSS activity match the intended SBU classification? Resolve activity mismatches first.
- Is the annual-sales evidence ready? Confirm the available business-history data supports the application being pursued.
- Is financial-capability evidence ready? Prepare the relevant financial or asset information before certification review.
- Are responsible construction personnel mapped correctly? Check roles, competency evidence and availability.
- Is the equipment file credible? Match construction equipment to the sub-classification and actual operating plan.
- Is anti-bribery management implemented and evidenced? Do not postpone SMAP readiness until the final certification stage.
- Is the file internally consistent before LSBU review? Reconcile corporate, OSS, SBU, workforce, finance and equipment data.
A readiness review does not guarantee certification, but it can identify structural problems before the application is already inside the verification workflow.
Conclusion
BUJK PMA SBU readiness is not just a question of whether a company has uploaded enough documents. The stronger question is whether the foreign-investment construction structure, large qualification, SBU scope, workforce, financial capability, equipment and management systems all support one coherent construction-business profile.
The practical sequence is BUJK PMA structure → large qualification → OSS activity → SBU classification → workforce → financial capacity → equipment → anti-bribery controls → LSBU verification → current Business Licensing.
Review BUJK PMA Readiness Before the SBU Filing
If you are establishing or preparing a foreign-investment construction company for certification, Lombok Legal ID can assist with Business Setup and Business Certification review based on the proposed BUJK PMA structure and licensing file.
A pre-application review can help identify corporate, SBU, workforce, equipment, financial and OSS inconsistencies before they enter the formal certification workflow.
FAQ -BUJK PMA SBU Readiness
Does a BUJK PMA need an SBU?
Current Ministry of Public Works guidance lists SBU Konstruksi as a requirement for BUJK PMA together with capital-structure and technical-investor criteria.
Can a BUJK PMA use small or medium qualification?
Current Ministry of Public Works public-service guidance states that BUJK PMA must meet large qualification rather than small or medium qualification.
What data should be prepared for an SBU application?
The Ministry’s construction licensing guidance lists annual sales, financial capability or asset value, construction workforce, construction equipment, anti-bribery management and association-membership data among the SBU application inputs.
Who verifies an SBU application?
The Ministry states that verification and validation are performed by an LSBU licensed by LPJK rather than by the construction-business association itself.
Is anti-bribery management relevant to SBU readiness?
Yes. A 2026 Directorate General of Construction update states that BUJK must implement an anti-bribery management system to obtain SBU under Permen PU No. 6 of 2025.
Is SBU the same as the company’s complete Business Licensing?
No. SBU certification and the risk-based Business Licensing framework are related but should be reviewed as separate layers. The company’s current OSS and Business Licensing status should still be checked after the certification file is prepared.
What should be checked before paying certification costs?
Confirm the BUJK PMA structure, large qualification, intended SBU classification, OSS activity, personnel, financial evidence, equipment and anti-bribery readiness first. Structural errors are generally more efficient to fix before formal verification begins.
