Logistics Company KBLI Licensing: Which Code Fits Your Business?

Logistics Company KBLI Licensing: Which Code Fits Your Business?

A logistics company in Indonesia does not automatically use one universal KBLI. The correct classification depends on what the company actually does: arranging shipments for clients, operating trucks, storing goods, delivering parcels, or combining several of those functions.

The current classification framework is based on BPS Regulation No. 7 of 2025 on the Indonesian Standard Industrial Classification, which the BPS JDIH lists as in force.

Logistics Company KBLI Licensing Starts With the Actual Activity

The safest classification method is to ignore the label ‘logistics company’ for a moment and map the revenue-producing activity.

Ask four questions:

  1. Does the company arrange transportation on behalf of clients?
  2. Does it operate its own trucks or other freight vehicles?
  3. Does it commercially store third-party goods?
  4. Does it collect, sort and deliver parcels or documents as a courier?

Different answers can produce different KBLI classifications and different OSS licensing consequences.

If an existing company needs to add one of these activities, review Lombok Legal ID’s guide to changing business activities in OSS after determining the correct logistics classification.

KBLI 52311 — Freight Forwarding and Shipment Arrangement

Current OSS classifies KBLI 52311 Jasa Pengurusan Transportasi (JPT) as activity involving the organization of shipment or bulk packing through rail, road, sea or air, including arranging and managing shipment on behalf of clients.

This classification is relevant when the business model is primarily to organize or manage the customer’s shipment rather than simply provide the truck that carries it.

A forwarding company can coordinate transport across modes, manage shipment arrangements and act on behalf of clients. That commercial function should be distinguished from a company whose core activity is physically transporting goods using its own road fleet.

OSS also records that two KBLI 2020 classifications were merged into KBLI 52311 in KBLI 2025, so businesses relying on an old classification map should verify their current OSS activity rather than copying a legacy code.

KBLI 49231 — Operating Trucks for General Freight

If the company itself operates vehicles to transport general goods, KBLI 49231 Angkutan Bermotor untuk Barang Umum covers motorized freight operations using vehicles such as trucks, pickups, open-body vehicles and box vehicles.

OSS shows that KBLI 49231 replaced the former KBLI 2020 code 49431 in the 2025 classification.

This distinction matters when a business markets itself as a logistics provider but earns revenue by physically moving customers’ goods in its own freight vehicles. In that situation, a forwarding classification alone may not describe the operating activity.

The classification also separates general freight from transport specifically dedicated to certain categories of goods, so a company carrying specialized cargo should verify whether another freight classification fits more precisely.

KBLI 52109 — Warehousing and Storage

For commercial storage, KBLI 52109 Pergudangan dan Penyimpanan Lainnya includes general warehousing, certain container-depot activities and warehouse services supporting electronic commerce, while excluding several specialized storage categories.

That exclusion is important. Cold storage, bonded warehousing, oil and gas storage, hazardous-material storage and other specialized facilities should not automatically be placed under a general warehousing code simply because all of them involve storing goods.

Current OSS also shows PB UMKU entries associated with this classification, including Izin Usaha Pergudangan. The exact obligations should be checked against the selected OSS scope and actual facility rather than inferred only from the five-digit code.

A logistics operator that both forwards cargo and commercially stores customers’ inventory may therefore need separate activity classifications rather than treating warehousing as automatically included in forwarding.

KBLI 53200 — Courier and Parcel Delivery

A door-to-door parcel or document delivery model may instead fall under KBLI 53200 Aktivitas Kurir, which covers collection, sorting, transportation and delivery of letters, documents, parcels, goods and packages and expressly distinguishes courier activity from ordinary freight transport and other logistics services.

OSS records that KBLI 53200 replaced KBLI 53201 from the 2020 classification.

This is why a last-mile parcel operator should not assume that a trucking or forwarding code automatically covers its courier activity. The operational flow—collection, sorting and delivery of parcels or documents—is part of the classification analysis.

One Logistics Company May Need More Than One KBLI

A real logistics business can combine several functions.

For example, one company may arrange international shipments, operate local trucks and maintain a commercial warehouse. If each activity is independently offered and revenue-generating, the company should map each activity rather than forcing all operations into the code that sounds most familiar.

The Articles of Association, company objectives, OSS business activities and operational licences should tell a consistent story. If the required activity is not yet in the company’s OSS profile, the existing business-activity change checklist provides the adjacent procedural step after the classification has been confirmed.

How OSS Licensing Works After You Select the KBLI

Choosing the KBLI is only the classification stage. It does not answer every licensing question by itself.

Business licensing now operates under Government Regulation No. 28 of 2025, which is in force and revoked the former Government Regulation No. 5 of 2021 risk-based licensing framework. The regulation defines risk-based licensing as licensing derived from the risk analysis of each business activity and states that business actors must hold the applicable Business Licensing to conduct their activities under the current PP No. 28 of 2025 framework.

For transport-sector standards, Minister of Transportation Regulation PM 1 of 2026 is currently in force and revoked PM 12 of 2021 and its 2023 amendment.

The practical sequence is therefore: select the correct current KBLI, select the appropriate activity scope in OSS, review the resulting risk and licensing requirements, and then complete any applicable Business Licensing or PB UMKU requirements.

Do not use an old article that still treats PP No. 5 of 2021 or PM 12 of 2021 as the current controlling framework without checking the replacement rules.

Seven Checks Before Adding a Logistics KBLI

Before updating the company’s activities, use this checklist:

  1. Describe what customers actually pay for. Separate arranging shipment, carrying goods, storing inventory and courier delivery.
  2. Use KBLI 2025, not only an old 2020 code. Review OSS conversion information where the business previously used a legacy classification.
  3. Check exclusions in the KBLI description. Specialized cargo, specialized storage and courier services can sit outside a seemingly similar general classification.
  4. Map every independent activity. A company performing forwarding, trucking and warehousing may need more than one classification.
  5. Check the company documents. Confirm that the company’s stated business purposes support the activities being added.
  6. Review the OSS scope and licensing output. Do not assume the same permit applies to every scale or scope within a KBLI.
  7. Check sector standards before operating. Transport activities should be reviewed against the current Ministry of Transportation framework and any applicable PB UMKU requirements.

The main classification mistake is choosing a code from the word ‘logistics’ instead of the actual operating model. The KBLI should describe what the company does, not merely how it markets itself.

Conclusion

Logistics company KBLI licensing in Indonesia starts with function, not branding. A freight forwarder, trucking company, warehouse operator and courier business can all call themselves logistics companies while operating under different classifications.

Under current KBLI 2025, key examples include KBLI 52311 for JPT, KBLI 49231 for general motorized freight, KBLI 52109 for other warehousing and storage and KBLI 53200 for courier activity. A company combining those functions may need multiple classifications.

After the correct KBLI is identified, the next task is licensing: verify the OSS activity scope, risk-based requirements and current transport-sector standards before beginning the new operation.
